Иммиграционная проблема в Великобритании после референдума о брекзите - что изменилось?

Аннотация

Показаны сущность иммиграционного вопроса для современного Соединенного Королевства, его обострение в связи с прошедшим референдумом о выходе Великобритании из Европейского союза, восприятие миграционных проблем в британском обществе, страхи, связанные с присутствием иностранцев в стране и попытки правительства Т. Мэй по преодолению сложившихся противоречий в данной сфере.

T. May and British immigration policy after the referendum on Brexit: what has changed?

Abstract

The article presents an analysis of the essence of the immigration issue for the modern United Kingdom, its perception in British society, fears associated with the presence of foreigners in the country and the attempts of the new government led by Theresa May to overcome the existing contradictions in the immigration field. The author shows that the immigration issue in the British case is expressed in two key questions: how to reduce the number of low-skilled migrant workers entering the country every year and develop a new model of integration of foreigners who have arrived and reside in the United Kingdom. The recipe for solving both tasks is not yet available, which is not the least because of the uncertainty of the process of Britain's withdrawal from the European Union. The so-called Brexit will directly affect not only immigrants from EU countries, but also indirectly affect foreigners from other states and will lead to a change in immigration laws. The article highlights the different levels of the existence of the immigration problem and shows the dynamics and causes of the growth of xenophobic attitudes of first and second-generation immigrants towards third-generation immigrants in the UK. The author not only identifies a number of stereotypes that have developed in British society with respect to foreigners and hinder the overcoming of the existing schism and polarization of opinions in the receiving community, but also shows which political forces are trying to successfully or unsuccessfully play on migration issues in their interests. Against the backdrop of the current situation (the withdrawal from the EU can take many years and will be objectively complicated by the absence of a clearly developed procedure for the implementation of Art. 50 of the Lisbon Treaty on the potential for any member of the European Union to leave its ranks), the conservative government of T. May faces difficult tasks. First, it will be necessary to work out a new model for the integration of immigrants in exchange for the policy of multiculturalism, which the former leader D. Cameron declared a failed course. Secondly, it will be necessary to present a new pattern of relations with immigrants from the countries of the European Union who come to the territory of the United Kingdom. Given that T. May's Cabinet carefully prepares for the upcoming negotiations on the withdrawal of Britain from the European Union, we can assume that the time will work in favor of the conservatives and they will still be able to work out the most optimal conditions for leaving the "united Europe" and solving the immigration problem.
