Позиция партий Великобритании и Германии по вопросу реформирования иммиграционной политики

Аннотация

Рассматриваются позиции основных политических партий Великобритании и Германии по иммиграционному вопросу в контексте их перспектив на парламентских выборах. Проводится сравнение британского и немецкого подходов. Сделан вывод, что евроскептицизм больше характерен для британских партий, которые выступают за разную степень ограничения притока мигрантов и ужесточения иммиграционной политики вплоть до полного закрытия границ как для граждан третьих стран, так и для граждан стран - членов ЕС.

General positions of the parties of the United Kingdom and Germany on the issue of reforming immigration policy

Abstract

The paper describes the position of the main political parties of United Kingdom and Germany on the issue of immigration policy in the context of the immigration crisis in Europe. An increase in the interest in this issue is noted in connection with the huge influx of refugees from the Middle East to the EU countries. Main attention is paid to how the position of the parties on migration issues determines their results in the parliamentary elections. Parliamentary elections in the UK in 2015 coincided with the first wave of Syrian refugees, which is reflected in election programmes of parties and election results. The Conservative party, headed by Theresa May, who proposed to toughen immigration policy, had an unambiguous electoral victory, which made it possible to form a single-party government to trigger Brexit. In Germany, all the attention is focused on the upcoming parliamentary elections that will take place in September 2017, the German parties also use anti-immigrant rhetoric. Merkel nominated by the CDU / CSU, again runs for the post of Chancellor, but the failure to change immigration policy can prevent it. A real alternative to the CDU / CSU can be the SPD, headed by Martin Schulz, which, according to the ratings, ranks second. Schultz at this point is more pragmatic than Merkel. Members of the SPD do not propose to refuse to accept refugees, but to amend the migration policy of the country. The conservative and Eurosceptic party Alternative for Germany ranks third; it is able to get about 12% of the votes. As Germany is not a classic country of immigration, the party proposes to radically change the migration policy of the country. From their point of view, it is necessary to clearly define the concepts "refugee" and "illegal migrant": illegal migrants are unable to obtain asylum and are to be deported, also they do not have any right to access the social system. Migration to Germany from EU countries and countries of the third world should be limited and strictly controlled by the government. One of the criteria for immigrants staying in Germany should be the high level of willingness to integrate into the German society. Such views are shared by more and more German citizens, but this is not enough for the Alternative for Germany to form their own government. This party is weak because it deals only with the migration problem. The CDU / CSU and the SPD are more flexible, they can adjust their program to attract more votes. According to this, the Alternative for Germany is doomed to fail at the next parliamentary elections, and the government will be formed by either CDU / CSU or the SPD, or a coalition. Consequently, excessive radicalism on the issue of migration policy can play a low-down trick for the party in the election.
