Аннотация

Статья посвящена анализу радикальных изменений в системе здравоохранения и медицинского страхования США, которые предусматривает закон «О защите пациентов и доступности медицинской помощи» (Patient Protection and Affordable Care Act), принятый администрацией Б. Обамы в 2010 г., а также представленной американским экономистом П. Пилзером оценке возможных последствий этих преобразований. П. Пилзер отражает суть подхода республиканской партии к решению проблем здравоохранения Соединенных Штатов.

Abstract

P. Pilzer, an American economist, believes that despite the noble goals set by the Obama administration in reforming the US health care system, providing health insurance for tens of millions of Americans and reducing budget spending on these items, the impact of changes may be negative for the economy as a whole. The reform completely ignores the need for transparency and increases the costs of medium and large businesses in health insurance. Doubling the cost of health insurance for the medium business will force many employers to move jobs overseas, creating fewer new jobs in the United States or to update labor technology. The Patient Protection and Affordable Care Act, signed by President Obama in 2010, provides for a radical change in the health care system and health insurance in the USA. The act introduces the principles of compulsory, risk-free insurance and of state regulation of insurance tariffs; it creates market insurance plans to provide competition, establishes the "basic package" of health insurance and regulates insurance companies' revenues. According to P. Pilzer, in the first place, healthcare innovation protects the income of lawyers, doctors, pharmaceutical companies and insurance companies at the expense of consumers. Instead of hearing the opinion of the majority of working Americans, the taxpayers, lawmakers mostly listened to the opinions of lobbyists for healthcare professionals and insurance companies. P. Pilzer is sure that a minority of Americans support the radical changes in the US health care system. Most working Americans were satisfied with the existing health care system, except for two things: the rising cost and the lack of mobility. P. Pilzer explains the lack of access to health insurance for millions of Americans by two main reasons: they already have problems with health and live in states with poor insurance coverage; they cannot afford coverage because they are not poor enough to join the 45 mln. Americans receiving medical treatment under the Medicaid state program or are not of legal age to join the 47 mln. Americans who have such an assistance under the Medicare program. At the same time, P. Pilzer notes that he feels today as a manufacturer of arms on 7 December 1941, and points to opportunities for entrepreneurs in the wellness industry. ObamaCare, according to the author, has a significant impact on the labor market due to new rules regulating insurance rates and volumes of insurance coverage - the opportunity to cover preventive health measures, to greater use plans for individual health insurance which are beneficial to small business owners. P. Pilzer believes that the only serious problem of the United States health care system is a very high cost. P. Pilzer sees great opportunities for entrepreneurs in solving the problem of reducing health care costs. He is convinced that in the long run, the greatest opportunity for reducing the cost of medical care is to implement wellness programs that focus on disease prevention.
