Социальные аспекты и практика решения проблем фармации в Украине
Аннотация
Проведен анализ и обобщен опыт решения отдельных проблем фармацевтической отрасли на практике в Украине. Были выбраны такие проблемы: установление нормы пешего расстояния между аптечными учреждениями, введение обязательного медицинского страхования в Украине, сведение к минимуму наличия рецептурных отделов и изготовления экстемпоральных лекарств. Также рассмотрены вопросы подготовки специалистов фармацевтической отрасли по специальности 226 «фармация, промышленная фармация», организация сбора с целью утилизации неиспользованных лекарственных средств у населения, доступность для широких слоев населения лекарств, обеспечение лекарственными средствами и изделиями медицинского назначения в стационарных отделениях лечебно-профилактических учреждений. Установлена необходимость введения многоканального финансирования фармацевтической отрасли, а также привлечения к решению проблем представителей государственных структур, специалистов фармацевтической отрасли и потребителей. Показано, что в рамках решения основных проблем фармацевтической отрасли Кабинет министров Украины ведет постоянную работу по совершенствованию нормативно-правовой базы в сфере обращения лекарственных средств и изделий медицинского назначения.

Social aspects and practice of solving pharmacy problems in Ukraine
Abstract
The analysis and generalization of the experience of solving the individual problems of the pharmaceutical industry in practice in Ukraine have been carried out. The following problems were chosen: establishing the norm of pedestrian distance between drugstores, introduction of compulsory medical insurance in Ukraine, reduction of the number of prescription departments and medicines preparation in a pharmacy. Also, the issues of training pharmacists on specialty 226 "Pharmacy, Industrial pharmacy", the organization of taking away of unused medicines from the population for further utilization, access to medicines for the population, provision of medicines and medical products to the inpatient departments of medical and preventive institutions were considered. The necessity of introduction of multi-channel fi nancing of the pharmaceutical industry, as well as participation of representatives of state structures, specialists in the pharmaceutical industry and consumers, were identifi ed. It is shown that within the framework of solving the main problems of the pharmaceutical industry, the Cabinet of Ministers of Ukraine is constantly working on improving the regulatory framework in the sphere of circulation of medicines and medical products.
