Колониальное наследие французских музеев и проблема реституции: по следам дискуссии вокруг доклада Б. Савуа – Ф. Сарра
Аннотация
В статье рассматривается современное состояние проблемы реституции культурных ценностей, обоснование, возможности и ограничения подобных проектов на примере доклада о реституции африканского наследия, подготовленного по поручению Президента Франции Эммануэля Макрона Бенедикт Савуа и Фелвином Сарром, и последовавшей за ним дискуссии в ИКОМ Франции. Доклад представляет взгляд на реституцию как инструмент культурной политики Франции в Африке. Он апеллирует к т.н. «праву на наследие» и истории формирования французских музейных коллекций, рассматриваемой в контексте колониальной политики страны. Авторы доклада предлагают методику организации реституции, основываясь на результатах предварительных исследований.
Обсуждение доклада в национальном комитете ИКОМ демонстрирует критическое отношение профессионального сообщества к самому проекту и его методам. Музеи оказались отстранены от реального участия в проекте на этапе подготовки доклада, этика музейной работы не была принята во внимание, равно как и недостаточная изученность провенанса всей совокупности предметов африканского происхождения. Было отмечено, что по разным причинам предметы, возвращаемые в Африку, могут быть выведены из сферы культуры. Выступающие подчеркнули опасность политизации культурных процессов и необходимость отстаивать мнение профессионального сообщества и важную роль музеев как институтов культуры в работе с наследием.
В целом, обсуждение доклада Савуа-Сарра продемонстрировало способность музейного сообщества отстаивать свою позицию, а также важность международного обсуждения проблемы реституции и музейной терминологии.

French museums colonial heritage and the problem of restitution: following the discussion around the Savoy-Sarr report
Abstract
The article examines the current state of the problem of cultural property restitution, its justification, opportunities and limitations. The objects are Benedicte Savoy and Felwin Sarr Report on the restitution of African heritage, prepared by order of Emmanuel Macron, and discussion in ICOM France, that followed. The report presents a view on restitution as a tool of French cultural policy in Africa. He appeals to the so-called" right to heritage " and the history of French Museum collections in the context of the country's colonial and postcolonial policy. Authors propose a method for organizing restitution. The discussion in the ICOM of France demonstrates professional community critical attitude to the project itself and its methods. Museums were excluded from real participation in the project at the stage of preparing the report, the Code of Ethics for Museums was not taken into account, as well as the lack of verified provenance of African heritage in France. It was also noted, that some items returned to Africa risk to be excluded from the cultural sphere for various reasons. Speakers underline the danger of politization of cultural processes and the necessity to defend the opinion of the professional community and the important role of museums as cultural institutions. Thus, the discussion of the Savoy-Sarr report demonstrated the ability of the Museum community of France to defend its position, as well as the importance of international discussion of the issue of restitution and terminology.
