Курдская проблема в Ираке: история и современность

В статье рассматриваются основные особенности становления курдского национального самосознания и факторы, препятствующие формированию единой политической нации, среди которых выделяются разделение курдского этноса границами ближневосточных государств, в каждом из которых они являлись национальным меньшинством, отсутствие общего национального языка и письменности, религиозная дифференциация, кланово-племенная структура общества и другие. В качестве объекта исследования было выбрано курдское население Ирака, добившееся наиболее значительных успехов в борьбе за право на самоопределение среди национальных меньшинств стран Ближнего Востока, однако не получившего статуса независимого государства. Прослеживаются основные этапы развития курдского национального движения в Ираке, формирование и характеристика деятельности основных политических партий – Демократической Партии Курдистана и Патриотического Союза Курдистана, а также роль их лидеров М. Барзани и Д. Талабани. Анализируется ограничительная политика иракской центральной власти в отношении курдского национального меньшинства в ХХ – начале ХХI в. и влияние региональных и международных акторов, использующих курдскую проблему для достижения собственных геополитических и стратегических интересов в регионе. В заключении дается оценка современному состоянию курдского вопроса в Ираке и перспективам его урегулирования.

The Kurdish issue in Iraq: history and modernity

The article discusses the main features of the formation of the Kurdish national identity and the factors that impede the formation of a single political nation, i.e. the division of the Kurdish ethnic group with the borders of the Middle Eastern states, where they constituted national minorities, the lack of a common national language and written language, religious differentiation, clan-tribal structure of society and others. The Kurdish population of Iraq was chosen as the object of research, having achieved the most significant successes in the struggle for the right to self-determination among national minorities in the Middle East, but did not receive the status of an independent state. The main stages of development of the Kurdish national movement in Iraq, the formation and characterization of the activities of the main political parties - the Democratic Party of Kurdistan and the Patriotic Union of Kurdistan, as well as the role of their leaders M. Barzani and D. Talabani are traced. The restrictive policy of the Iraqi central government towards the Kurdish national minority in the XX - early XXI century is analyzed, and the influence of regional and international actors using the Kurdish issue to achieve their own geopolitical and strategic interests in the region is estimated. In conclusion, the author suggests an assessment of the current state of the Kurdish issue in Iraq and the prospects for its settlement.
