СТРУКТУРНЫЕ ДИСПРОПОРЦИИ В ЭКОНОМИКЕ ТИХООКЕАНСКОГО РЕГИОНА КАНАДЫ

Аннотация

В статье анализируются экономические, отраслевые и географические диспропорции, сложившиеся в экономике тихоокеанского региона Канады - Британской Колумбии, обосновываются высокие экономические риски, связанные с преобладанием сферы услуг и сырьевых товаров в производстве и экспорте региона, а также высокой экономической зависимостью от США. Выявлены признаки«голландской болезни» в экономике Британской Колумбии, обусловливающие замещение производства и экспорта технологически сложной продукции сырьевыми товарами, а также усиливающей экономическую зависимость от стран, импортирующих в регион готовую промышленную продукцию. Наряду с ростом внешнеторговой задолженности сложившиеся структурные диспропорции приводят к росту внутреннего долга, а также создают угрозу существенного экономического спада в условиях глобального кризиса, как это случилось в экономике Британской Колумбии ранее, в 2009 г. Поскольку экономические диспропорции, сложившиеся в данном канадском регионе, во многом сопоставимы с теми диспропорциями, которые характерны для экономического развития многих российских регионов, то для обеих стран существует единственно эффективный способ их преодоления - проведение структурных реформ с учётом «сравнительных преимуществ» каждого конкретного региона. Канадское правительство предпринимает определенные действия по поддержке инновационной деятельности, осуществляемой в Британской Колумбии. Однако, как отмечается в данной статье, эти действия не будут иметь желаемого эффекта, если они ограничатся только финансированием отдельных инновационных компаний или проектов. При этом формирование новой модели регионального экономического развития на основе структурных реформ и постепенного замещения сырья готовой высокотехнологичной продукцией существенно осложняется доминированием макроэкономической школы, игнорирующей признание специфики регионов, имеющей особенное значение для государств с федеративным административно-территориальным устройством. Прорыв на данном теоретическом направлении является важнейшей предпосылкой для проведения структурных реформ в экономике регионов и преодоления сложившихся в них структурных диспропорций.

STRUCTURAL DISPROPORTIONS IN THE CANADIAN PACIFIC REGION

Abstract

The article reveals substantial economic, industry-related and geographical disproportions, encountering one of the Canadian region - British Columbia, located on its Pacific West Coast. These disproportions are presented by the domination of services in the regional gross domestic product, raw resource specialization of production and export and also embrace the economic dependence on trade and investment with the United States of America. The “Dutch disease” phenomenon, when the technology intensive industrial production is substituted by raw resource production, entails the accumulation of the British Columbia either external and internal debt, increases its dependence on the import of the technology-intensive products and also makes the regional economy vulnerable and uncertain in a time of the global economic downturn, which were previously reflected by the regional economic indicators for the year 2009. In order to overcome the structural disproportions, encountering the economy of the British Columbia, the regional and federal authorities should accept a new path of regional economic development based on its structural adjustment, appropriate to its specific “regional comparative advantage” and developing the technology intensive production. To meet that structural challenges the Canadian government undertakes decisions providing the financial assistance for the innovation drivers of the regional economy. However, the structural policy with its core - targeting industries - is quite appropriate as well for reaching the goals of the federal financial assistance. The article recognizes that the existing economic mainstream is falling behind in a sense of the regional structural reforms. The theoretical mindset revisions are at stake to provide the real steps forward.
