СОВРЕМЕННЫЕ ТЕРРОРИСТИЧЕСКИЕ УГРОЗЫ В ЮГО-ВОСТОЧНОЙ АЗИИ

Аннотация

В статье рассматриваются качественные и количественные характеристики террористических угроз в Юго-Восточной Азии. Изучается специфика деятельности наиболее опасных террористических организаций в Таиланде, Индонезии и на Филиппинах, а также анализируется статистика террористической преступности в этих странах. Обосновывается вывод о том, что террористические организации в Юго-Восточной Азии в зависимости от мотивационного фактора преступной деятельности дифференцируются на национально-сепаратистские и исламистские террористические организации. Национально-сепаратистские организации представляют собой такие политические объединения, группировки и движения, которые стремятся к выходу какой-то части страны из состава единого государства с последующим созданием своего государства, либо эти организации выступают за создание национальных автономий без сецессии. Исламистские террористические организации выступают за проведение джихада и создание исламского государства, существующего по религиозным канонам и функционирующего как теократическая система власти. Аргументируется тот факт, что, хотя удельный вес террористической преступности в Юго-Восточной Азии по отношению к мировым показателям в период 2000-2015 гг. составляет 8,5 % (фактически занимает четвёртое место после Ближнего Востока, Африки и Южной Азии), в то же время существуют скрытые террористические угрозы, которые проявляются в распространении радикальных исламистских идей и существовании локальных политических конфликтов в таких странах, как Таиланд, Индонезия и Филиппины. В статье также делается предположение о вероятном распространении влияния террористической группировки «Исламское государство» в этом регионе, но при этом эскалации политического насилия по сценарию Сирии и Ирака не происходит, так как региональная безопасность характеризуется устойчивостью политических режимов, стабильностью социальных отношений и отсутствием религиозно-культурных факторов, способствующих интенсивному развитию политического насилия.

MODERN TERRORIST THREAT IN SOUTHEAST ASIA

Abstract

The article deals with the qualitative and quantitative characteristics of terrorist threats in Southeast Asia. We study the specifics of the most dangerous terrorist organizations in Thailand, Indonesia and the Philippines and analyze the statistics of terrorist crimes in these countries. The authors conclude that terrorist organizations in Southeast Asia are divided into into national-separatist and Islamist terrorist organizations depending on the motivational factor of criminal activity. National-separatist organizations are political associations, groups and movements that seek to withdraw from the single state followed by the creation of a new state, or those organizations that advocate the creation of national autonomy without secession. Islamist terrorist organizations have advocated Jihad and an Islamic state that would exist according to the religious beliefs and function as a theocratic system of government. The fact is reasoned that although the proportion of terrorist crimes in Southeast Asia relative to the global rates in 2000-2015 is only 8.5 % (in fact it occupies the fourth place after the Middle East, Africa and South Asia), there are potential terrorist threats, which are manifested in the spread of radical Islamist ideas and outbreaks of local political conflicts in the countries such as Thailand, Indonesia and the Philippines. The article also makes an assumption about the possible spread of influence of the terrorist group "Islamic state" in the region, but the escalation of political violence like in Syria and Iraq is unlikely since the regional security is characterized by the stability of political regimes, stability of social relations and lack of religious and cultural factors contributing to the intensive development of political violence.
