Проблема беженцев в странах Индокитая: к истории вопроса

Успешное разрешение кризиса беженцев в странах Индокитая является важным примером для других регионов мира. Политика стран региона в отношении беженцев представляет пример эффективного международного сотрудничества. Автор использует методологию неолиберального институционализма в качестве теоретической основы для исследования данной проблемы. В статье рассмотрены исторические причины возникновения кризиса индокитайских беженцев, обобщены характеристики кризиса, оценена реакция международного сообщества на кризис. Сделан вывод о необходимости создания эффективного механизма раннего предупреждения конфликтных ситуаций в тех или иных регионах мира, что в дипломатическом словаре ООН называется превентивной дипломатией.

The Problem of Refugees in Indochina: Towards a Historical Background

The successful resolution of the refugee crisis in Indochina is an important example for other regions of the world. Refugee policy in the region is an example of effective international cooperation. The author uses the methodology of neoliberal institutionalism as a theoretical basis for the study of the problem. The article examines the historical causes of the Indochinese refugee crisis, summarizes the characteristics of the crisis and assesses the international community's response to the crisis. The conclusion is made about the necessity to create an effective mechanism of early warning of conflict situations in certain regions of the world, which is called preventive diplomacy in the UN diplomatic vocabulary.
