АРКТИЧЕСКАЯ СТРАТЕГИЯ ПЕКИНА В XXI В.: ПРОГНОЗЫ И ТЕНДЕНЦИИ

Аннотация

В статье рассматривается возникновение и развитие арктической стратегии Китая. Подчеркиваются попытки Китая воздействовать на страны Арктики посредством ученого сообщества. В ученой среде китайских исследователей уже четко укоренилась концепция, рассматривающая Китай как «почти арктическое», или «приарктическое» государство. Исследователи из КНР в своих научных работах активно обосновывают статус Арктики как объекта международного права, в то время как сам Китай выстраивает двусторонний формат сотрудничества с приарктическими и арктическими странами, а также активно принимает участие в международных арктических организациях. В работе анализируется стратегия Китая по выстраиванию отношений со странами Арктики. Фактически политика Китая разделила арктические и приарктические страны на две группы: страны, которые заинтересованы в присутствии Китая в Арктике, и страны, которые не хотели бы видеть Китай в роли серьезного игрока. Арктическая стратегия Китая до конца еще не сформирована, однако в последнее десятилетие отчетливо вырисовывается общий вектор ее направленности. Главными приоритетами Китая в Арктике в ближайшие десятилетия будут: освоение Северного морского пути, получение доступа к углеводородным запасам Арктики, изучение последствий изменений климата в Арктике для КНР. Посредством расширения инвестиционных проектов в странах Арктики Китай заложил основы своего влияния на регион. Не предъявляя открытых претензий на обладание Арктикой, правительство Китая постепенно наращивает свое экономическое, научно-техническое присутствие в ней. В настоящий момент через ряд крупных проектов КНР имеет возможность осуществлять экономическое давление на регион с целью достижения целей своей арктической стратегии.

ARCTIC STRATEGY OF BEIJING IN THE 21st CENTURY: FORECASTS AND TRENDS

Abstract

The article deals with the emergence and development of China's arctic strategy. China's attempts to influence the countries of the Arctic through the scientific community are underlined. In the academic environment, Chinese researchers have clearly entrenched the concept, considering China as an “almost Arctic” or an “Arctic” state. Researchers from the PRC in their scientific work actively justify the status of the Arctic as an object of international law, while China itself is building a bilateral format of cooperation with the Arctic and near-Arctic countries, and actively participates in the international Arctic organizations. This paper analyzes China's strategy for building relations with the Arctic countries. In fact, China's policies have divided the Arctic countries into two groups: countries that are interested in the presence of China in the Arctic and countries that would not want to see China in the role of a serious player. The Arctic strategy of China is still not formed, however, the last decade has clearly revealed the General vector of its direction. The main priorities of China in the Arctic in the coming decades will be as follows: development of the Northern sea route and obtaining access to the hydrocarbon reserves of the Arctic, studying the effects of climate changes in the Arctic on China. Through the expansion of investment projects in the Arctic countries, China has laid the foundations of its influence on the region. Without making overt claims to the possession of the Arctic, the government of China is gradually increasing its economic, scientific-technical presence in the region. At the moment, through a number of major projects, China has the ability to exercise economic pressure on the region to achieve the goals of its Arctic policy.
