АЗИАТСКО-ТИХООКЕАНСКАЯ ЗОНА СВОБОДНОЙ ТОРГОВЛИ И ПЕРСПЕКТИВЫ ТОРГОВОЙ ИНТЕГРАЦИИ В ФОРМАТЕ АТЭС: СЦЕНАРНЫЙ ПОДХОД

Аннотация

На прошедшем в конце 2016 г. в Перу очередном саммите АТЭС стороны в очередной раз обсуждали идею создания в регионе полноценного интеграционного объединения - Азиатско-Тихоокеанской зоны свободной торговли (АТЗСТ) на основе Дорожной карты, предложенной китайской стороной в 2014 г. Цель настоящего исследования состоит в количественной оценке «интеграционного потенциала» АТЗСТ в рамках двух возможных сценариев: 1. Интеграция 20 стран АТЭС, кроме России; 2. Интеграция в формате 25 стран АТЭС+ЕАЭС. В работе для каждого из двух сценариев приведены анализ зависимости ВВП и ВНД стран-участниц от объёмов внутрирегиональных торговых потоков, количественная оценка процентного изменения ВВП и ВНД стран-участниц при изменении внутрирегионального экспорта на 1%, оценка различий в уровне тарифного регулирования. Подобный методологический подход позволяет не только оценить «интеграционный потенциал» объединения, в целом, но и выявить «интеграционную мотивацию» каждого отдельного участника. В результате был проведен сравнительный анализ «интеграционного потенциала» объединений в рамках двух предложенных сценариев, выявлены страны, которые в наибольшей степени могут быть заинтересованы в реализации интеграционного сценария, а также дан прогноз относительно вероятного «качества» потенциального интеграционного объединения. Было установлено, что из двух рассмотренных сценариев - АТЭС (20) и АТЭС+ЕАЭС (25) - относительно более вероятным выступает первый, в первую очередь, из-за сравнительно более низкой «интеграционной мотивации» стран-членов ЕАЭС. При этом, в случае создания независимого полноценного интеграционного объединения в составе 20 государств-участников АТЭС, качество нового соглашения о торговле товарами может оказаться относительно более низким. Сельское хозяйство может быть либо выведено из-под действия норм соглашения, либо для них может быть предусмотрен более длительный переходный период, отсроченная либерализация с учётом интересов стран-членов соглашения.

FREE TRADE AREA OF THE ASIA-PACIFIC AND PROSPECTS FOR TRADE INTEGRATION WITHIN APEC: SCENARIO-BASED APPROACH

Abstract

During the latest APEC Summit in Peru at the end of 2016, the parties once again discussed the idea of creating a full-fledged integration association in the region - the Free Trade Area of the Asia-Pacific (FTAAP) based on the China-led Roadmap proposed in 2014. The study aims at quantitative assessment of the "integration potential" of the FTAAP in the context of two possible scenarios: 1. Integration of 20 APEC countries except Russia; 2. Integration in the format of 25 APEC + EAEU (Eurasian Economic Union) countries. The paper analyzes the dependence of the participating countries’ GDPs and GNIs on the volumes of intraregional trade flows, the quantitative assessment of the percentage change in GDP and GNI of the participating countries when the intraregional export changes by 1%, and the differences in tariff regulation. This methodological approach allows not only to assess the "integration potential" of the association, on the whole, but also to reveal the "integration motivation" of every individual participant. As a result, a comparative analysis of the "integration potential" of the associations was carried out within two proposed scenarios, the countries that are most interested in implementing the integration scenario were identified and a forecast is given about the likely "quality" of the potential integration block. It was found that out of the two scenarios considered - APEC (20) and APEC + EEMPP (25) - the first is relatively more likely, primarily due to the relatively low "integration motivation" of the EAEU member countries. At the same time, if an independent, fully-fledged integration association of 20 APEC member states is established, the quality of the new agreement on trade in goods may be relatively low. Agriculture can either be excluded from the norms of the agreement, or they may be provided with a longer transition period; deferred liberalization taking into account the interests of the member countries of the agreement.
